This is really strange, but we tested out operator mode at one point and it worked like a charm. When we installed the chat on a different server and enabled operator mode, no operators get a message. Here are my findings:
1. A new DNN role, "Chat Moderator" was created.
2. A user was assigned the role Chat Moderator.
3. A non-moderator entered the chatroom.
4. The moderator was not sent a message.
5. Enable operator mode is turned on.
