If you have a LOT of room users (20+) the scroll bar disappears.  You end up having to make the window bigger, or move the middle bar between the CHAT FRAME and the ROOM USERS frame, over to the LEFT to give the ROOM USERS frame more space and then the scroll bar appears.  This is a display bug that should be fixed.
